Will I still be able to retarget on Facebook?

Absolutely: the update only affects mobile devices with iOS14, so all Android & other devices and users visiting from desktop will not be excluded. However, Facebook may simply warn you that the audience may be limited and the campaign may not be able to accurately track conversions.

5. How do the new Facebook Events work?
To adapt the tools to Apple's update, Facebook has introduced the measurement of aggregate events, where it will be possible to track a maximum of 8 events (standard and non-standard) for a Domain, placed in order of priority; each account has no limit on possible domains; the ad groups that optimize for an event that is no longer available will be automatically suspended.

6. What else has changed?
With the update, Facebook has eliminated the 28-day-from-click and 28-day or 7-day-from-view attribution windows. This leaves the 7-day-from-click and 1-day-from-view windows. What does this mean? If a specific ad reaches a person and within 1 day they convert, it will be attributed to the campaign; if instead a person clicks on a display campaign and then within 7 days they convert, it will be attributed to the campaign.
This represents an obstacle in terms of tracking but not a drop in performance: simply, Facebook will attribute fewer conversions than it did before but it does not mean that it will be less effective. By monitoring the number of conversions, we should ensure that the data is stable and in line with historical results.
