Following his much-hyped arrest last Saturday in France and after being questioned by a judge who had opened proceedings against him, Pavel Durov, the CEO of Telegram, was released on bail yesterday.
The prosecutor's office in the neighbouring country announced yesterday evening that a preliminary investigation had been launched against Durov on suspicion of not cooperating with the authorities in the investigation of several crimes and of having supported various criminal activities on Telegram.
Durov was released yesterday after paying a bail of 5 million euros , but will remain under judicial supervision and will not be able to leave France.
French security forces arrested Telegram's CEO on Saturday afternoon at Le Bourget airport near Paris, shortly after he landed there in his private jet.
In the neighbouring country, authorities took their time before officially providing explanations for Durov's controversial arrest . And only on Monday did the Paris prosecutor's office make public a long list of crimes on the basis of which the Telegram CEO was being questioned.
Durov is charged with twelve different crimes, ranging from complicity in the organized distribution of images of sexual abuse of minors to cooperation in activities aimed at drug trafficking and money laundering . The CEO of Telegram is also under scrutiny for failing to respond appropriately to questions from authorities in relation to the investigation of different crimes.
Following his arrest on Saturday, Durov has been held in custody for 96 hours , the maximum allowed by law. According to the French daily Le Figaro , Durov was taken to the Palais de Justice in Paris on Wednesday afternoon and appeared before a magistrate there.

On the other hand, and according to sources close to the investigation consulted by Politico , the French authorities have also issued an arrest warrant against Nikolai Durov , brother of Pavel Durov and co-founder of Telegram. His whereabouts are currently unknown.
Telegram issued a statement on Monday saying that the company complied with current EU regulations and that its content moderation policies followed industry standards.
The popular messaging app also called it “absurd” to hold Telegram and its CEO responsible for “the misuse of the platform .” Telegram also insisted that Durov has nothing to hide and that he regularly travels to countries in the European Union.
Pavel Durov, born in St. Petersburg (Russia) in 1984, co-founded Telegram with his brother Nikolai Durov in 2013. This platform has the reputation of being one of the most innovative apps on the instant messaging market and not only competes directly with applications like WhatsApp, iMessage or Signal, but also with social networks thanks to its multiple groups and channels.
However, Telegram has also come under fire in recent years for failing to cooperate with authorities in pursuing crimes committed on its platform.
Telegram and its CEO Pavel Durov project an extraordinarily libertarian image to the public. And this is, in fact, one of the reasons why the app has played a very important role in the protest movements that have taken place in recent years under repressive regimes. However, Telegram is also a platform widely used by criminals and this has eventually put its CEO in the spotlight.
